Program Mission
The mission of TLC After School is to be a consistent and loving resource for parents that can't be at home after school.  Our goal is to provide a nurturing and safe environment where your children can have "free-time" play with their peers. During each day children will fill their afternoons with outdoor activiites, art, group play and healthy snacks. 30 minutes of quiet reading or homework time will be provided Monday through Thursday.  Fridays are for straight up FUN.

Learning Camps, Inc
Learning Camps, Inc. is headquartered in Gypsum, CO and is licensed by the State of Colorado to provide afterschool care. We have been providing afterschool care for Eagle County School District since 2004.  Learning Camps Inc was formed in 1996 and previously operated The Learning Camp, a residential summer camp for children with learning disabilities.   We retired The Learning Camp residential facility in 2014.  In March 2020 all of our ECSD after school programs closed due to the Covid-19 pandemic that changed our world.  We are reopening our BCES program only for the coming school year, due to staffing difficulties following the pandemic  For more information on Learning Camps Inc or TLC After School contact Ann Cathcart at 970-471-1500 or email This email address is being protected from spambots. Our core directors are listed below.   All of our staff are CPR and First Aid Certified and have Universal Precations Certificates.

    Ann has 25 years experience working with children through Learning Camps, Inc.  Prior to founding Learning Camps, in 1996, Ann was CEO of the Better Business Bureau of the Mountain States serving Colorado and Wyoming. Early in her career she was program Director of Outdoor Education and Recreation for Colorado Mountain College in Vail.   Ann has a BSW in Social Work from Florida State University. Additionally she is certified in Medical Administration, First Aid, Universal Precautions, and CPR.   Ann and Tom live between Eagle and Gypsum in unicorporated, Eagle County  She is also a mother and a grandmother.

    Tom has 35 years of experience working with children. Tom also manages the financial division of Learning Camps, Inc.  Prior to building Learning Camps, Tom was a special education teacher and counselor with the Eagle County School District.   Tom has also worked as a learning specialist at Children’s Hospital in Denver.  Tom’s lengthy career has been devoted to the best interest of children.  He has a BS in Psychology and an MS in Special Education, both from the University of Wisconsin. Tom is certified in Medical Administration, Universal Precautions, First Aid and CPR. Tom and Ann founded Learning Camps together, in 1996. Tom is also a father and a grandfather.


    Substitute Director

    From 2010 through 2013, Tucker was Operations Manager at The Learning Camp, a residential summer camp for children with learning differences, operated by Learning Camps.  In 2013 Tucker opened our After School program at Red Hill Elementary, as our Director, serving both Red Hill and Gypsum Elementary Schools. In 2017 Tucker became Director of our Eagle Valley Elementary school program and was in this position until Covid-19 closed all of our school programs.  Tucker has certifications in medical administration, universal precautions, CPR, and First Aid. Tucker is currenly working in the SPED department at Eagle Valley Middle School.  Tucker has an AA Degree and is pursuing a degree in Social Work from Denver Metro University.  Tucker lives in Gypsum, CO
